HdrHistogram AbstractHistogram AbstractHistogram.java recordValueWithCount state issue

A vulnerability has been found in HdrHistogram up to 2.2.2. This vulnerability affects the function recordValueWithCount of the file src/main/java/org/HdrHistogram/AbstractHistogram.java of the component AbstractHistogram.
